Export Controls on Russia: Our Compliance

COMPLIANCE

Home > Compliance

Basic Policy

We handle only civilian fast-moving consumer goods that have been confirmed not to be subject to export controls through verification of the item, destination, end-user, and related factors. We strictly comply with the export controls and sanctions measures against Russia implemented by the Government of Japan, and we do not engage in any transactions involving restricted items or sanctioned parties. Our business is conducted strictly within the scope of legally permitted transactions.

We do not place an order if the item is subject to any prohibition or restriction, or if any compliance concern remains unresolved

Specific Practices

Item ScreeningPrior to placing an order, we verify the HS code and unit price for each SKU. We do not order items subject to the export ban on luxury goods (such as cosmetics and perfumery with a unit price exceeding 40,000 yen per item, alcoholic beverages, and tobacco products) or goods that contribute to the strengthening of Russian industrial capacities (including items added from time to time).
Counterparty ScreeningWe verify that our buyers (corporate clients) do not fall under the Ministry of Finance's economic sanctions lists, or the Ministry of Economy, Trade and Industry's Foreign End User List or lists of entities subject to export prohibitions. We require our corporate clients not to resell products to sanctioned parties.
Declaration of DestinationExports are conducted under standard export declarations explicitly stating Russia as the destination. We do not conduct exports via third countries.
End-UseProducts are sold to general consumers through marketplaces, retail chains, and corporate clients. Prior to commencing transactions, we always submit a written undertaking specifying the end-use and pledging not to resell products to sanctioned parties.
Changes in RegulationsIn the event of any change in regulations, we immediately suspend shipment of any affected items.
Record KeepingWe retain verification records and related documents for five (5) years and provide them upon request from our suppliers, except for information whose disclosure is restricted by law.

Because controlled items are subject to periodic revision, verification is conducted against the regulations in force as of the date of shipment. Where items—including samples—are shipped directly overseas by your company, your company will be the exporter of record. If you are considering sending samples, please consult us in advance.

Responsibility in Russia and EAEU Member States

As the importer, we handle requests and inspections from authorities, purchaser complaints, errors in Russian-language labeling, and product recalls, and we immediately report each matter to the supplier. The allocation of costs for recalls and related measures will be stipulated in the contract according to the cause.

Official Sources for Our Checks

We screen items against the following information published by Japan's Ministry of Economy, Trade and Industry (METI), applying the rules in force on the shipping date (checked on November 5, 2026).

Export ban on luxury goodsCovers alcoholic beverages, tobacco products, perfumery and cosmetics, among others. Low-value items (40,000 yen or less) are excluded (in force since April 5, 2022).

Goods contributing to Russia's industrial baseItems are designated by 6-digit HS codes and are added from time to time. The latest amendment (in force October 16, 2026) added 102 items, including chemicals and steel products.

METI FAQMETI does not issue certificates stating that an item is not subject to the measures; the exporter must make the determination, for example by asking the manufacturer. For luxury goods, the price "per unit" is assessed on the smallest box, package or equivalent that makes up the product (FAQ last updated October 16, 2026).

This explains how we check items and is not a legal interpretation. Whether export controls apply is determined by the exporter under the relevant laws and regulations.
